NAIROBI: ARREST OF CORRUPT CIVIL SERVANTS

Two days ago a Mwananchi walked into my office and told me she was being asked for a bribe go get a signature on a High Court document. She said she was told that unless she parted with Kshs.2, 000/=, the State Counsel Officer with her file would not release the court order that she needed to execute the judgment in her favour. Apparently, this is the norm.

I immediately contacted the Criminal Investigation Department (CID) and Kenya Anti-Corruption Commission, who came to my office, met the lady and laid a trap to capture the suspected officer. The officer was given marked money and thereafter arrested by the police. The officer works at the State Law Office at Sheria House.

It is very disturbing that instead of providing services to Wananchi, some Civil Servants use their offices to harass and demand bribes. You can imagine that if say the officer signs 20-30 of such orders every day and makes Kshs.2, 000/= per order, it can be speculated that he was making Kshs.60, 000/= a day or Kshs.300, 000/= a week or Kshs.1.2 million a month.

We wish to make clear several things:
1.      Corruption at all levels of Government will not be allowed. Corruption makes Kenya an expensive place to do business.
2.      There is corruption in high places and low places. Corruption frustrates Wananchi. For example, it is becoming common knowledge that to get a P3 form (a police abstract document), you have to bribe. In actual fact, you can buy one that is already signed and stamped by a doctor and you fill in the blanks.
3.      Corruption is also in the Private Sector and this fuels the corruption in Government.
4.      Kenya Anti-Corruption Commission should be carrying out more of these operations daily so as to get rid of this menace.
5.      Wananchi are asked to report corruption. You can go to the police, to KACC, a Minister’s office of come to my office and we will work with you to entrap the corrupt individuals.
6.      This is a new Kenya and Wananchi will not tolerate corruption.
